Dan Seltzer is a partner at FROST LLP. He is a recognized leader in anticorruption, government compliance, and investigations in the United States and around the world. As former lead in-house compliance counsel for two global corporations and a former white collar defense and litigation attorney at a major law firm, Seltzer has an exceptional breadth of knowledge and a razor-sharp legal perspective. He is a dedicated problem-solver informed by years of firsthand experience with the challenges faced by in-house counsel.
Based in the Silicon Valley office, Seltzer is an anchor of the firm’s White Collar, Investigations, and Compliance practice group. He advises clients on anticorruption and government compliance risk and program development at the international, national, and state levels; conducts independent compliance reviews and investigations; and engages on matters of white collar defense. Seltzer is a former Managing Director and Global Lead for Anticorruption and Government Compliance at Accenture, one of the world’s leading professional services firms, where he and his team of 40 attorneys were responsible for the compliance of nearly 800,000 employees in 120 countries. He led Accenture’s anticorruption and government compliance policy, training, and monitoring efforts, established vetting programs for partners and third-party contractors and oversaw Accenture’s compliance with the Foreign Agents Registration Act (FARA), Pay to Play laws, and Revolving Door regulations. Having developed an in-house due diligence program for Accenture, he is also highly knowledgeable about due diligence and related topics.
Seltzer began his in-house compliance career at Agilent Technologies before spending more than a decade at Accenture. The foundation of his legal career is built on several years practicing in investigations, white collar criminal defense, and litigation, at Latham & Watkins. Between his in-house and firm experience, Seltzer has conducted investigations and led compliance initiatives on every continent but Antarctica.
Seltzer is a committed thought leader and advisor on anticorruption, government compliance and regulatory enforcement topics. He has served on compliance advisory committees for the Organisation for Economic Co-operation and Development (OECD), and has conducted training on compliance issues around the world. He has written for the Berkeley Journal of International Law and Bribery Matters, among many other publications, and has spoken at a variety of conferences including TRACE, PLI and ACI events. His commitment to legal thought leadership and to pro bono work led him, as a young attorney involved in the California Habeas Project, to pen a brief contributing to the release of a domestic violence survivor imprisoned for killing her abuser. In 2017, the Association of Corporate Counsel named Seltzer as one of the Top 10 in-house attorneys in their 30s.
Seltzer holds a Bachelor of Arts from Claremont McKenna College and a Juris Doctor from the University of Southern California School of Law. After law school, he clerked for the late Judge Edward Rafeedie of the United States District Court for the Central District of California. He is licensed to practice law in California. Seltzer is admitted before the United States District Court for the Central District of California and the Supreme Court of the United States.
While Seltzer’s practice and his commitment to ongoing and comprehensive knowledge of government compliance issues take up significant time, he also enjoys boxing, photography, SCUBA diving, and spending time with his family.
